Immunization Requirements for College Students

Required Immunization Information

All students who will be registered for an in-person course, participate in on-campus activities, or live at The Suites at Laker Landing, are required to comply with the College’s Immunization Policy and New York State Public Health Law (PHL) Section 2165 and 2167.

Proof of immunity must be provided in order to register for classes at Finger Lakes Community College. College policy and New York State PHL will not permit continued attendance by individuals failing to present the required immunization proof by the 30th day of the semester, unless the student presents: (i) a certificate from a licensed physician or nurse practitioner certifying that such immunization may be detrimental to the student’s health or is otherwise medically contraindicated (in which case the requirements may be waived until such immunization is determined no longer to be detrimental to the student’s health or otherwise medically contraindicated); (ii) proof of honorable discharge from the armed services within ten (10) years from the date of application to FLCC (which shall qualify the student to attend the College pending the actual receipt of immunization records from the armed forces); or (iii) a written and signed statement from the student, or parent or guardian, if applicable, that the student holds genuine and sincere religious beliefs that prohibit immunization of the student.

New York State PHL Section 2165 requires students born on or after January 1, 1957, attending college within New York State to show proof of immunity against measles, mumps, and rubella. Persons born before January 1, 1957, are exempt.

Measles, Mumps, & Rubella - Proof of Immunity

Measles, mumps, and rubella are typically combined into one (1) vaccine called MMR. Proof of two (2) MMR vaccinations satisfies this requirement. Serological evidence of immunity (titers) to measles, mumps, and rubella are only accepted with certified lab results. Proof of an honorable discharge from the armed services within ten (10) years of your college application.

MEASLES: Two doses of live measles vaccine (given 1968 or after). The first dose must have been given on or after 12 months of age. The second dose must have been given on or after 15     months of age.
MUMPS: One dose of live mumps vaccine received on or after the first birthday.
RUBELLA: One dose of live rubella vaccine received on or after the first birthday.

Meningococcal Meningitis

New York State PHL Section 2167 requires colleges to distribute information about meningococcal disease and vaccination to students and parents or guardians of students under the age of 18 years.  This vaccine is typically given as a series of vaccinations (MenACWY and MenB) starting when children are 11 or 12 years old.  The College is required to maintain a record of the following for all students (except Gemini students):

  1. Certificate of Immunization for meningococcal meningitis disease; or
  2. A form acknowledging that you understand the risks of meningococcal disease and choose not to obtain immunization against meningococcal meningitis disease that is signed by the student or parent or guardian if the student is under the age of 18 years.

Check with your physician or high school to obtain official immunization records.

Exemption for Online Only Students - If you are a fully online student, you are exempt from the above immunization requirements. Hybrid or part-time students who take at least one course in-person must still meet immunization requirements.

Exemptions - Students may apply for a medical or religious exemption for all vaccinations. Exemptions will be considered after initial registration and prior to the start of any term.

Non-Compliance Students who have not submitted proof of immunity will not be allowed to register for in-person coursework. Students who do not have proof of immunity at the time of registration may be given a registration deferral through the Center for Student Well-Being. The deferral is for no more than 30 calendar days from the student’s registration date. At that time, if proof of immunity is not received, the student may be administratively withdrawn from all in-person classes. Students who are administratively withdrawn from classes, due to their failure to comply with the College’s and New York State PHL, will not be granted refunds of tuition or fees.

Outbreak In the event of an outbreak of one or more of the illnesses noted above, the Ontario County Health Department may direct College officials to exclude from in-person classes, events, and College housing any student who is not fully immunized or who has an approved exemption. This applies to all students without documented immunity, including those excused from immunization under New York State Public Health Law (PHL) §2165.

 

Recommended Vaccines

In addition to the required vaccinations listed above, FLCC recommends the following:

  • COVID-19: This vaccine is no longer required to attend any SUNY school in person. However, annual COVID-19 vaccination is recommended for all students. Students should consult their primary care provider for specific guidance.

  • Influenza: Commonly known as the flu shot, this vaccine is recommended for all students each flu season.

  • Mpox: A two-dose vaccine that provides protection against both mpox and smallpox.

 

How to Submit Your Immunization Information

Please submit the appropriate immunization forms at the same time that you are registering for classes.  Immunization information can be submitted online (do not email immunization documents) using the FLCC Student Health Portal by following these steps:

  1. Log in to the Student Health Portal through your MyFLCC page;
  2. Select "Document Upload";
  3. Choose document type "Immunizations";
  4. Scan or take a photo of your immunization record, vaccination card, or other documentation;
  5. Upload and submit your documentation

You can also download and print our immunization form located on the Center for Student Well-Being webpage. Once completed and signed by your healthcare provider, the form can be mailed to Finger Lakes Community College, Center for Student Well-Being, 3325 Marvin Sands Dr., Canandaigua, NY 14424 or dropped off at the Center for Student Well-Being (Room 3260).
